Sally Gaskin is the President of SGI Ventures, Inc., a developer, and tax credit and private activity bond consultant. SGI Ventures, Inc. has been active in the affordable housing industry since 1996. Ms. Gaskin is a founding board member and former Board President of the Texas Affiliation of Affordable Housing providers (TAAHP). Combined, Ms. Gaskin has developed and co-developed over 960 affordable family and senior units and is currently in the process of developing two new developments, Cady Lofts and The Roz. Both are Permanent Supportive Housing communities with 100 units each, dedicated to serving formerly chronically homeless residents in Austin.

Before entering the affordable housing industry in 1996, Ms. Gaskin was the Director of Governmental Services for Summit National Realty, a SAMDA contractor for the Resolution Trust Corporation (RTC). Ms. Gaskin directed the firm’s contract responsibilities for restructuring and liquidating assets. From 2008 to 2018, Ms. Gaskin was a Manager and Senior Asset Manager with the FDIC in the Risk Share Management Group, with oversight responsibilities for loss share contracts between the FDIC and banks that purchased failed banks during the 2008 financial crisis.

Homeless to Housed: Defining the Value & Impact of Deeply Affordable Housing

Contrary to popular belief, deeply affordable housing aimed at addressing the needs of unhoused individuals and families can yield positive returns on investment (ROI). This session will explore the value and impact of permanent supportive housing (PSH). A panel of experts will discuss the costs and benefits of PSH, as well as the return on investment for both individual investors and society as a whole. Additionally, the panelists will share best practices and innovative financing strategies for developing housing that effectively address the needs of our most vulnerable neighbors. This session is presented by ULI’s Homeless to Housed Initiative.
