So-called NOAH units, those affordable to households at and below the local median income without receiving public subsidies, are a majority of the nation’s “affordable” stock. Many cities are at substantial risk of losing closure, sale, and/or transition of NOAH units to higher income tenancies. Panelists will discuss what cities and developers are doing to preserve the affordability of NOAH stock to meet cities’ future housing needs.
