Shannon Norman is the Principal Planner for Ordinances and Code Revision in the Department of Metropolitan Development (DMD) with the City of Indianapolis. Norman attended Valparaiso University and completed her master’s degree in Urban and Regional Planning at the University of New Orleans. Norman also holds a master’s certificate in Public Management from Indiana University and is a Certified Public Manager™. From 2005 until joining the Department of Metropolitan Development in November 2017, Norman served as the City Planning Director for the City of Greencastle, Indiana, working for three mayoral administrations. Shannon has championed major overhauls of the zoning code including updating the sign ordinance and most recently transit-oriented development and walkable neighborhood amendments to the zoning code.
